General information
St Petersburg FIR (ULLL) is one of the largest FIRs in Russia, peak traffic flow is about 30 aircrafts per hour. The FIR has 16 airways, 8 NDBs, 1 VOR, over 30 intersections, 5 holding patterns. Main airport of federal and international airways is Pulkovo (ULLI).
Pulkovo airport is situated to the south of St Petersburg. There are two parallel asphalt-concrete runways sized 3400x60 and 3800x60 with 1.5 km between them. Runways are equipped with the ILS systems meeting ILS CAT IIIA requirements. The airfield has two passenger and three cargo approns connected with taxiways. Pulkovo 1 and Pulkovo 2 passenger terminals are equipped to serve international and local flights. The airport is 24 hours a day in service.
Airspace Structure and Air Traffic Control
In VATSim Network St Petersburg FIR covers ACCs St Petersburg (ULLL), Velikie Luki (ULOL), Petrozavodsk (ULPH) and Vologda (ULWW).

Inside St Petersburg ACC:
- ULLL_CTR – Petersburg Control (126.9, 135,6)
- ULLL_APP – Petersburg Approach (129.8, 125.2) inside of St Petersburg TMA below flight level 8100 m.
At Pulkovo airfield:
- ULLI_APP – Pulkovo Radar (120.3)
- ULLI_TWR – Pukovo Tower (118.1, 118.7)
- ULLI_GND – Pulkovo Ground (121.7, 131.8)
Inside ACC Velikie Luki, Petrozavodsk and Vologda:
- ULLL_CTR – Petersburg Control (126.9, 135,6) in upper airspace (above flight level 6100 m).


Flight Accomplishment
When flying in St Petersburg ACC the crew must comply with VATSIM rules and real world regulations of airspace of Russian Federation which are applicable in virtual world. Radio communication languages are both Russian and English in full accordance to real world aviation documents.
St Petersburg FIR uses metric vertical separation. RVSM to metric flight level change and vice versa must be accomplished in RVSM airspace (Estonia, Finland).
The crew should expect northern runway operations (10L/28R). If surface wind speed is not more than 3 meters per second (regardless of its direction) runway 28R should be used for both arrivals and departures.
To reduce flight time and fuel consumption back course arrival and departures are available on crew request and under air traffic control. In such case the procedure of arrival and/or departure must be coordinated with air traffic controller and should not make a disadvantage to other aircrafts.
Specialties in flight accomplishment and air traffic control procedures:
Departure:
- ATC departure clearance will normally be given immediately after start-up clearance. If needed it will be corrected before take-off.
- Unless otherwise specified initial climb shall be made up to flight level 1500 m.
- After take-off before passing height (450) m QFE aircraft shall establish radio contact with Pulkovo-Radar.
Arrival:
- Before entering St Petersburg FIR from an uncontrolled area, the crew should contact ACC controller within not less than 5 minutes before actual entering.
- When entering St Petersburg FIR the crew must make initial contact with his/her position and flight level only. The estimated time of passing of the next intersection and the estimated arrival time must be reported on ATC request only.
- Active runway and descent information is issued by the ACC controller when entering St Petersburg ACC.
- STAR will normally be specified by the Approach controller when entering terminal area.
- Max IAS below 3000 m is 500 km/h unless “no speed restriction” is issued by ATC.
- ATC may request aircraft to adjust speed. Aircraft unable to maintain the specified speed shall notify ATC immediately.
- When STAR has been specified and ILS approach has been cleared aircraft shall intercept final approach track via the arrival route. The descent shall be made only to levels specified by ATC until fully established.
- When ILS approach has been cleared under radar vectoring aircraft shall continue last vector received until turning to intercept final approach track. The pilot shall report established on localizer. After leaving last vector the pilot regains responsibility for navigation.
