Flight leveling change:
RVSM flight leveling is used over Ukraine and Belarus, while Russia uses specific metric system. So, flight level change takes place when passing the state border of Russian Federation. Metric to RVSM level change when leaving Russian airspace is fulfilled after passing the border and when cleared by neighbor ATC, if he presents. Backward change should be completed 30 kilometers (15 nm) before entering the Russian airspace.
Flight level change should be mentioned in the flight plan together with the Russian FIR border fix as follows: PIMEN/F360 or RONIT/S1110, where FXXX stands for RVSM FL and SXXXX for metric FL divided by 10.
